At Building State Capability (BSC), we resolve public problems with purpose.
We train public sector teams around the world to collaborate and work iteratively to solve their own nominated problems. We mobilize local talent, foster broader, more inclusive conversations, build coalitions, engage authorizers, and contextualize policy. We engage deeply with people, often expanding our reach over time and facilitating the emergence of results as well as tangible capacity gains, ultimately improving the implementation of policies and programs.
Since our founding in 2012, we have directly engaged with over 4,850 practitioners in 157 countries and built a vibrant global community of practice (see map above). Our reach includes:

BSC 2025: Year in Review |
|
In 2025, BSC achieved significant milestones in empowering and enhancing the implementation capabilities of policy practitioners globally. We trained over 350 practitioners in 40 countries and continued our impactful programs with governments at the city, state, and country level. This year also marked the expansion of our online Community of Practice platform, with over 600 active members from 105 countries. Learn about our activities in 2025. | | |

PDIA to Promote Well-Being, Health, and Safety in Helsinki |
|
In September, we began a second engagement with the city of Helsinki to build the capability of the life cycle working groups to promote well-being, health, and safety in the city. 55 city leaders across eight teams participated in the program kickoff in Helsinki. The program will support the goal-setting process, offer a common PDIA approach to working collaboratively across boundaries, and foster a feeling of mutual accountability among the stakeholders. Understanding Fiscal Systems in Wyoming |
|
We kicked off the third cohort of the Understanding Fiscal Systems program in Cheyenne in October, bringing together 12 participants across three teams. Over six weeks, the teams transformed complex tax and budget issues into clear, citizen-friendly narratives designed to enhance public understanding. They prototyped, tested, and refined early versions of their communication products, incorporating feedback from key authorizers and stakeholders to strengthen their work. Empowering Local Leaders in Papua New Guinea |
|
In August, we launched the fourth PDIA online action learning program in collaboration with The Voice Inc (TVI) to build the capability of local leaders to create broad coalitions for change. 46 development leaders across eight teams joined this cohort, representing a diverse mix of NGOs, the private sector, government agencies, TVI, and the education sector. Through the program, practitioners learned to stay problem-driven, iterative, and context-aware through patient, disciplined teamwork, discovering their own internal authorization to act and ultimately becoming more adaptable and confident in tackling complex challenges. The BSC Community of Practice — once a small alumni network — has grown into a global network of 600+ practitioners across 105 countries on our online platform. Over the past year, BSC has launched new events, weekly resources, and cross-sector conversations to transform the platform into a lively space for learning, collaboration, and real-world impact.
