Building State Capability (BSC) continues to chart new territory in 2024 by engaging with cities and states. We are equipping practitioners around the world with the tools and resources to improve the implementation of their policies and programs. In this issue, we highlight some of our latest projects, teachings, research, and resources, as well as some recent travels abroad to share BSC’s work and impact over the past decade.

PDIA for Child and Youth Safety in Helsinki
BSC is exploring how PDIA can be used in city governments. In March 2024, we began our engagement with the city of Helsinki to build its capability to address and solve complex problems, with a focus on child and youth safety. We are working with 24 city practitioners across 5 teams in our PDIA online action learning program.

Teaching Students to Solve Public Problems
We teach a field-lab class at the Harvard Kennedy School where students learn a research-oriented version of PDIA by working on real-world public problems – they learn by doing. This spring, eight IPP alumni worked with 33 students across Harvard on problems including transit ridership in New Orleans, re-engaging marginalized populations into the workforce in Wyoming, attracting financing to Zambia, and chronic malnutrition in Angola.

Redefining Development Policy and Management
In the last decade, Matt Andrews has noticed a shift in the composition of his classrooms. Twenty years ago, his classrooms were dominated by people from ‘developing countries,’ typically poorer countries in the global south. Today, he has many more students from higher-income countries in the global north deeply interested in learning about ‘development.’ This shift has prompted him to reexamine his definition of ‘development policy and management.’

Applying PDIA in Meghalaya, India
In this two-part podcast series, we interview Rebecca Trupin and Prateek Mittal, HKS MPAID alums, as well as their authorizer, Sampath Kumar, HKS MPA alum and Health Secretary and Development Commissioner of the government of Meghalaya, who discuss how they’ve applied PDIA to their work reducing maternal mortality in Meghalaya, India. They established the State Capability Enhancement Project (SCEP) unit as an in-house team that uses a locally developed, PDIA-inspired approach to address complex development challenges across multiple sectors ranging from health to climate change to early childhood development.
