At Building State Capability (BSC) we resolve public problems with purpose.

We equip teams of practitioners around the world with the tools and resources to improve the implementation of their policies and programs. Since our founding in 2012, we have directly engaged with over 4,500 practitioners in 156 countries and created a global community of practice.

We are a small but mighty team that is committed, hard-working, flexible, fearless, and mission driven. BSC could not achieve the above results without the heroic efforts of our team and for that we remain deeply grateful.

2024 was a year of new beginnings for BSC! We joined the Center for Public Leadership at HKS, launched new PDIA programs with governments around the world, trained and engaged with over 500 global policy practitioners, published 230 blog posts, recorded 9 podcasts, launched our new community of practice platform, and more.

In March 2024, BSC developed a custom action-oriented learning program for key stakeholders in the state of Wyoming to address issues related to economic growth. Two cohorts of participants have now completed the program, with a total of 38 practitioners trained. Participants applied the PDIA approach to address local issues including business sustainability, housing affordability, and attracting and retaining talent.

In August 2024, Matt Andrews traveled to Papua New Guinea in a continuation of BSC’s work with The Voice Inc (TVI). Andrews and the BSC team have been working with TVI for the past three years, leading PDIA online action learning programs which aim to build the capability of local leaders to create broad coalitions for change. 31 development leaders across 6 teams participated in the third PDIA program on topics such as sorcery accusation related violence (SARV), youth engagement, and gender based violence (GBV).
