The Growth Lab recently concluded a three-year research engagement (2020 – 2023) with the Government of Namibia, focused on identifying policies to promote shared and inclusive prosperity in the country. We want to share a snapshot of this collaboration; the research insights and learnings; along with our experiences in the country engaging with policymakers, business owners, and Namibians.
In the recent decade, Namibia faced a triple challenge: low growth, barriers to inclusion, and issues surrounding fiscal sustainability. The policy themes guiding our research include:

Creating opportunities and enabling access for all Namibians

Optimizing the stewardship of Namibia’s natural resources

Revamping the role of the public sector as a growth enabler
Our work began by summarizing the dynamics of growth, identifying the constraints preventing prosperity, creating a roadmap for productive diversification, and developing policy pillars that could guide Namibia toward sustained growth.
As the project progressed, our work was divided into applied policy support towards strategic initiatives, technical capacity building with local stakeholders, and developing specific research pieces to inform Namibia’s policy priorities. This included continued support on investment promotion and productivity taskforces, support on strategic initiatives like urbanization policy and green growth, and further technical capacity-building efforts, and advancing research to inform the design and implementation of policy initiatives in priority areas.
